How to configure the number of threads?

I am a bit confused by the documentation, saying:

Specifically, the application utilises by default 8 threads (a maximum of 16 can be configured) for these processes. This thread count is preset and cannot be modified by users.

since it seems inconsistent whether it can be configured (as indicated by "a maximum of 16 can be configured") or not ("cannot be modified by users"). What's the truth, can I modify the thread count in some way, or not? And if I can, how? I tried with just using in the configuration threads = 8, but that results in an error, Malformed config line.

After reading the code, I found that it can be done by wrapping the configuration value in "", i.e., threads = "8" works.

Would you please tell me if it is possible to permanently set the max number of threads (on a specific computer) ?
I'm able to use onedrive --sync --threads '4' but if i run onedrive --sync again, I'm back with 8 threads.

Please read the documentation as this is clearly explained - essentially you need to create a configuration file in the applicable location with the option set correctly.
