Associate IBAN with username (admin)

Some people (robbe_vr) have an underscore in their name, which is not allowed in bank transactions. It would be nice if they too could automatically put money on their tab.

One way to do this, is to work with an IBAN fallback: if there is still 'TAB' in the transaction, the username in the transaction does not exist, and the IBAN is in the database, send the money to the associated person in the DB. Only admins can add entries.

The Penning repository has a mapping Bank account holder name -> username for accounting purposes.
Transactions typically have a name of to the account holder.

Where would we store this IBAN? Because tabdmin will need to be able to get the username from the IBAN, or send the API request to TAB with the IBAN instead.

Store the IBAN - username in Tabdmin, I guess? it's just a list of exceptions; most users won't need this
