Fishing Issues

Because I wanted to merge it to get it in and tested #931 has some outstanding issues.

• Cooked sprites for cutlets are terrible as I did them with highlight and hue shifting.
• Use a sprite randomiser to pick from the three size states per fish.
• Probably some loot pool balancing and applying it to other water types.
• Move everything to _N14 or _Nuclear14.
• Maybe move to tool qualities for fishing and add the advanced, telescopic and tribal fishing rods (spear fishing?)
• Add more cooking recipes involving fish.
• Add fish allergy or something.
• Add crafting recipes for rods etc. Maybe make the fishing line into something that needs replacing every now and again.
• Add rods to some loot pools, get mappers to place it.
