Unable to build NCP in JDK 8/17 with new CI changes

Short description of the issue and how to reproduce

Starting from build 256, using CI along with workaround build command io.codemc.maven.plugins.toolchain:codemc-toolchain-selector:0.0.2-SNAPSHOT:select will cause the build to fail without additional information telling why it was failing

Failing component:

LegacyBukkitAPI

Suggest solution:

Project will bump to JDK 21 as a temporary solution in meantime
