numpy version constraint

Remove the constraint on numpy versions.

Historically we used conda-build to build and test a matrix of python and numpy versions, ensuring the uploaded binaries had been tested. GHA no longer use this to build our set of binaries for Linux so this could be relaxed. However on windows we will need to build and then manually test different versions. It would be good if our GHA could have windows runners.
