Adjudicator allocation: Mark that a judge has already been allocated in a concurrent round

Subproblem of #2592 that I'd like to work on.

Either the judge card glows a certain color when hovered upon or we have a new tab beside "Show Available" and "Show All" that shows all judges allocated to a different round.
