FEATURE: docker swarm compatibility

Once this is stable with k8s (i get where priorities lie) it would be great if this was also an installable docker volume driver (no swarm is not dead).

Docker 23.0.0 added CSI support for Swarm mode so unless this plugin uses Kubernetes specific implementation (works as controller, etc) it should be possible to make it working with Docker Swarm now.

I have build some example scripts and guidance to https://github.com/olljanat/csi-plugins-for-docker-swarm which you might find useful.

Sorry to bump old issue but I think I've managed to create backend agnostic conversion of democratic-csi for swarm.

just create config on /etc/democratic-csi.yml and it should work. Tried with synology and I see that it manages to login to DSM when I create volume in Docker but blocked by another issue: democratic-csi/democratic-csi#497
