Add option to include formatting in chat rules

The goal is two-fold:

1. Add an option to include formatting in filter. Disabled by default to maintain current behavior.
2. Replace yes/no buttons with checkboxes. Just makes more sense from a usage perspective.

I opened this as a draft because it doesn't pass codac tests and thus I have yet to actually run it. I'm doing something wrong with the data fixer (seems to set the value to true instead of false) and need advice as to what it is. Once it passes existing tests I would also like to add some more tests to handle this new toggle.
