Changes

CI: replace the use of actions-rs/toolchain and actions-rs/cargo with dtolnay/rust-toolchain. Because the former projects are not actively maintained.
Eliminate the deprecated warning messages
- Update the action to run on Node 16 actions-rs/toolchain#220
- Use node-16 instead of node-12 actions-rs/cargo#217
