gimp@2.10.38-1: decompress error

I am trying to install GIMP.

PS C:\> scoop install extras/gimp

I tried installing InnoSetup via:

scoop bucket add nonportable
scoop install nonportable/innosetup-np

This succeeded, but does not seem to help.

My scoop installation itself should be up-to-date:
