Refactoring the
pp_save_rules._general_time_rulesroutine for clearer code logic.This PR is a tester to see if I broke anything, and a reminder to follow up sometime ...
Realistically, we probably need more comprehensive tests to ensure this is a pure refactoring.
But for now, at least it seems to work + shows what is possible.
