Add ability to force AnsibleTower inventory syncs

Some users need their inventory to be as up-to-date as possible without having to wait for the cron-based inventory syncs happening on AAP.

I'm not currently sure where this should live, but am currently leaning towards the the providers sub command. Otherwise, it would fall under inventory, likely resulting in a larger refactor of the inventory sub command.
