- What I did
Implement python plugins sfputil, eeprom, and psuutil for seastone2 device.

- How I did it
Implement the eeprom.py to access TLV info.
Implement the sfputil.py to access the SFP info from switchboard driver.
Implement the psuutil.py to access PSU status via ipmitool.

- How to verify it
Run the test case related to sfputil/psuutil/decode-syseeprom described in this:
https://github.com/Azure/SONiC/wiki/Porting-Guide

- Description for the changelog

  • Add seastone2 device plugins.

- A picture of a cute animal (not mandatory but encouraged)

This PR depends on #78 to allow psuutil works correctly.
