One of the certs in MS' root of trust has a serial number of length 21. Bump it to 30 to be safe

I'm guessing the fix you actually want is #831. This change would violate a MUST NOT in RFC5280: https://www.rfc-editor.org/rfc/rfc5280#section-4.1.2.2
