Crash or disconnect in the middle of character creation saves that character anyway

Description

If I disconnect before, say, choosing my character's class, then reconnect, the character will be available in my menu anyway, and I can log in as the character.

Expected outcome

If I disconnect before finishing character creation, I should not be able to log in as the unfinished character, and should also be able to create a new character using the same name (so, the unfinished character info cannot be saved to the Account file or in a Pfile).

Actual outcome

The unfinished character will be available in my "Choose your fate" menu anyway, and I can log in as the character.

Steps to reproduce

1. Begin creating a character, up to choosing your class.
2. Disconnect or shut down the server
3. Restart the server
4. Log back in and note the new, unfinished character in your account options menu.
