Re: PyCQA/meta#19

Python <= 3.6 are EOL and no longer receiving security updates (or any updates) from the core Python team.

Yikes! I'm not sure how I missed this, but I just landed similar changes in #197 and #198. You have other good stuff in your change, so if you're able to rebase on main, I'd be glad to review the rest.
