Description of Change

Resets GoBackAsync(string name) to intended GoBackToAsync(string name) (broken by Add generic GoBack and remove legacy GoBackTo #3101)
Makes ViewModelLocator.NavigationName attached property public
(closes [Enhancement] Add ability to switch tabs and navigate #3120) Adds ability to pass navigation uri when selecting tab.
