Pcard-67164
默认开启PIR模式后，修复5个单测：
test_pool2d_op.py：能够跑通，直接移到legacy_test下
test_fractional_max_pool3d_op.py：能够跑通，直接移到legacy_test下
test_elementwise_gradient_op.py：小单测，直接使用了create_var、append_op，加"_deprecated后缀"
test_inplace_addto_strategy.py：小单测，只用了paddle.static.nn，加"_deprecated后缀"
test_set_bool_attr.py：小单测，只用了paddle.static.nn，加"_deprecated后缀"
