revert phi_static
In #42185, in order to reduce total static libraries in one command, every 100 static libraries are merged into phi_static.
However, after #43247, the number of static libraries is reduced and will not exceed the limit, so it is not needed to create
phi_static.This can reduce build time as described in #49148
