Added DCU backend for custom operators. Users can now define custom DCU operators, taking Tensors with place == PlaceType::kDCU
Owing to the use of rOCM framework, DCU and CUDA shares the same GPU place at framework level. Therefore this commit simply maps PlaceType::kDCU to the underlying framework::CUDAPlace().
