动态图的时候，如果有op在指定设备上找不到，降级到cpu上运行的时候，应该打点log出来。类似
fluid/framework/operator.cc的1258行附近代码。此外顺便细节改了一下
CMakeLists.txt，因为在cmake的3.20版本之后，会报Source file extensions must be explicit的warning出来。把文件后缀补上就不报了。参考：https://cmake.org/cmake/help/git-stage/policy/CMP0115.html
