trt int8 的tensor值的scale表（calibration table data）必须要序列化到磁盘的。不管是否是use_static_engine.

如果不加这个条件，会触发第 222 行的 Getstd::string("model_opt_cache_dir") 失败，因为没有 "model_opt_cache_dir" 这个配置，然后 core

在 OCR 模型中用到了。这个模型只有一部分用到了 Anakin 子图，未划分到子图中的区域需要这个融合。
