SetupOutputVariables.csv is reporting unused reports and comments

Issue overview

Review of SetupOutputVariables.csv shows mis-matched data with respect to column headings due to comments. Also, commented/unused reports are also included.

This report, Fuel-fired Absorption HeatPump Inlet Temperature, is also messed up due to the comment line. I assume that correcting these will correct others.

Interestingly, if I am understanding the python code here (and that's a big IF because I'm very much a newbie in that language), there appears to be a line that looks for cases where there are commented out output variables. It prints a warning, but it doesn't skip those instances.
