[FEA] Support for loading NVRTC from a wheel

NVRTC distributed in a wheel is not currently located by the library detection mechanisms. Additional logic to locate NVRTC in a wheel is required.

This is distributed in the nvidia-cuda-nvrtc-cu12 wheel.
