What does this PR do ?
Due to the product rename from TRT ModelOpt to ModelOpt, this PR removes all TRT when referenced with TRT Model Optimizer, renames repository and TRT references in code / docs from TensorRT Model Optimizer to Model Optimizer and other such places.
