Upgrade the version of polkadot-sdk to stable2503

Description

Dependencies updated to stable2503

Some changes

• DecodeWithMemTracking added for required types
• Adds new dev_accounts fields for pallet_balances:Config
• sc_service::build_network returns a touple of 4 arguments instead of 5 so I had to remove the network_starter
• Add new XcmEventEmitter and AuthorizedAliasConsideration for XcmConfig

That one lives in our fork and was basically an experimental branch I was working on. I'm asking to create the right one in this repo, then I can pull it and replicate it in our repo.
Also it is a way to be consistent with the current branches you guys have here.

For moonbeam-polkadot-stable2503, we will create one once we start working on the dependency upgrade.

I noticed that master is failing with the latest changes 9df5da6, can you have a look at it? (unfortunately the CI is not configured to run when the source branch is from a forked repository)
