Build geodiff.exe for windows with postgres in CI

Previously we manually built windows binaries with postgres support - see https://github.com/MerginMaps/geodiff/releases/download/2.0.2/geodiff_windows_binaries.zip

It would be good to have this integrated in CI and automatically attached as an asset to releases.

@JanCaha do you remember how did you build it? 😄

I dont think I build it. I just used it in DB Sync.
