On the heels of #725, this PR adds a new GitHub Actions-based publication workflow for @simplewebauthn/browser.
The @simplewebauthn/browsert package on NPM had its settings adjusted as needed according to https://docs.npmjs.com/trusted-publishers.
Fixes #676.
