PR MarlinFirmware#27640 made it necessary to have HAS_TFT_LVGL_UI for some boards to be able to use a run out sensor. Removed conditional blocking use from MKS boards and FL Sun board.

Partial work on #22591
Allow some MKS displays to use the filament runout pins defined for any board, not just those on MKS boards. These displays still supersede Marlin standard runout handling.
Additional work at #22595 will use Marlin debounced runout states instead of direct sensor reading.
