Description
this pr adds version pins to the packages used by the HC32 platform.
platform-hc32f46xis updated from1.0.0to1.1.0, this only introduces debugging support so shouldn't cause issues.framework-hc32f46x-ddlandframework-arduino-hc32f46xuse the latest release. Since both were previously not pinned, this should not change anything.Requirements
