Consolidate DeVeny tools into a multi-tab GUI

Consolidate the 4 DeVeny-related tools into a multi-tab PyQt GUI:

• Grating Angle Calculator
• Collimator Focus Estimator
• Collimator Focus Calculator
• Exposure Time Calculator

Possibly even integrate the QL tool here, but maybe not.
