Time spent evaluating test-setups should be reported

We should print out a log saying we START and then are DONE eval'ing the test-setup, and print out how long that test-setup took (just like we do for test-items)

I don't think there's anywhere to report this in the JUnit XML, and that's fine

(Would help know when test-setups caused us to hit the timeout, although we should also fix that, see #140)
