MbedTLS fails when compiled with juliac

juliac does not copy Sys.BINDIR/../share/julia/cert.pem, so if MbedTLS falls back it cannot find a certificate. you might want to work with the juliac folks to have them copy it.

here is a MWE:

module MWE
    using MbedTLS
    (@main)(args) = return 0
end

$ juliac --output-exe foo --bundle build MWE
$ build/bin/foo

the workaround is to manually copy the certificate after building and before executing:

cp /Users/arthurb/.julia/juliaup/julia-1.12.6+0.aarch64.apple.darwin14/Julia-1.12.app/Contents/Resources/julia/share/julia/cert.pem build/share/julia

@quinnj @gbaraldi Is this something that can be fixed at the package level (MbedTLS.jl), or does it need to be fixed at the JuliaC level?
