Bugfix in dispatch in IdOffsetRange{T,I}(::IdOffsetRange{T,I})

I had inadvertently altered the method signature of IdOffsetRange{T,I}(::IdOffsetRange{T,I}) in #178 . This should be a no-op. This PR reverts it.
