Update to Drupal 8.3.x

We're pinned to 8.2.7 now due to some upstream issues. Once these are resolved, we should further investigate what else we need to do to upgrade.

FYI: That issue was merged. So we could probably attempt this again when we find the cycles for it.

I do not believe so. That would require fago/rules#480 to be merged. This just allows rules to work under Drupal 8.3.
