Skips heartbeat llm call if there is nothing to do for model.
Saves user tokens over time and prevents behavior bans (if using services where automatic periodic calls violate ToS).
HEARTBEAT.md needs to be same as template, worst case scenario it will work as original implementation - making llm request each time it fires, not breaking anything.
