This allows module resolution to be cleaner with it's output.
Go 1.18 can clean .sum file better, so this avoids noise such as googleapis/google-cloud-go@0ac0d26#diff-739b34358e39e085e07b5308a21722e02c1ead74baa30d3279aaefd1633bff3e. This isn't a big problem, but it would be nicer to be cleaner.
I bumped to 1.18, because I didn't know what's the actual lowest supported version.
