Easier release

Description

Goal is to have the following flow:

• Create a tag using manual dispatch in github actions, while also editing pyproject.tom
• Tag will trigger a github release, with built wheel
• Trigger tag workflow in the hub
• Hub tag and update gradle.properties
• Tag on hub will build docker image using released wheel and push it to docker hub
• Trigger back this repo, to push wheel to pipy
