As reported in #3301 (comment), rasterio 1.4.3 causes GDAL driver issues.

This PR pins to rasterio<1.4.3 as a workaround.

At least the tests are failing deterministically now (unlike in Jun 2024) 😂 I'll need to make sure this doesn't affect the AGU24 workshop conda environment...
