Inventory build failing

Inventory fails on build.

How to reproduce

1. Run the commit action on any branch using the ckan/ckan-dev:2.10.5 docker image.

Expected behavior

build completes

Actual behavior

build doesn't complete. it throws error on [ckan 2/10] RUN mkdir /docker-entrypoint.d

Notes

• the last successful build with this image was about 2 weeks ago (see attempt #2)
• according to the ckan docker image readme this image was deprecated about a week ago in favor of using a python/debian based image.
