I don't think this is too relevant actually, as CakePHP has the DS constant to deal with this if I recall. So you could just build your links using that instead of having to use str_replace().

It's an issue on Windows systems as you can read back in #349.
It gets saved to the database dir field with backslashes (DS is \ on Windows systems) which can't be used to create URLs.
