Implement date picker with URL-synced state

• Support absolute date range (UTC, day-level granularity)
• Support relative ranges (ISO8601 duration format)
• Sync date range selection to query parameters
• Restore state from URL on page load

Implement storage provider table (mock data)

• Render provider table per landing page spec
• Columns and thresholds as defined in parent issue
• Pagination support
• Color coding for metrics (grey / green / red)
• Row click navigates to /new/:providerId
