Dynamic Popup for selected Dynamic Entity

The popup for a Dynamic Entity should update as new observations are added.

Follow-on enhancement to extend the popup to support also showing the previous observations list.

@har13205 I pushed up a branch for this feature here: dtedder/477_popup_updates_dynamic_entities. It is ready for builds to do some user testing. It also includes a few new tests for some of the code that is affected.

I see the timestamp being updated when a message feed is selected

Looks good, will create follow up issue for some popup UI enhancements.

We are going to close this issue, but keep the branch with the changes alive (for now). Upon further investigation, this is a bug in the QT SDK, so we will pick up that fix once it's made.
