pre-configure hook for BLIS isn't correct, configure command for BLIS has format
configure [options] [env. vars.] confname
So we can't just add CFLAGS="..." at the end, we need to keep the auto last as configuration "target" (enable auto-detect).
The auto-detection for A64FX by the BLIS configure script is working as expected though:
