Introduce timeout setting

Description

Fixes #142.

When using self-hosted GitHub Actions runners, a slow network connection may trigger a timeout in the HTTP client exported by detsys-ts. This PR adds an optional timeout setting, so that users can adjust the HTTP client's timeout.
