Transport template

To make it easy for people to start contributing and for existing contributors easier to make a transport, we can introduce a template which bootstraps the boring part of the package creation and gives them boilerplate-ready code.

For the base template, I think we can use the very_good_cli and add our modifications and use mason to create our own template.

So once everything is set up, we can use mason_cli to generate the template, with which we can be up and rolling.
