This PR does the following:

  • Adds CODEOWNERS file
  • Sets up the ads-java service with logging
  • Updates the ads-python service so there is more parity between services
  • Updates discounts service to handle broken service flag
  • Updates to frontend service from DASH workshop updates
  • General version bumps in tracing libraries and RUM
