FR: add `--force-clear-db` to wipe the existing db at startup

I have a feature request to have a runtime flag that nukes the existing beacon db at startup and initializes again by checkpointz/genesis sync dependent on which other flags are being set. 

similar flags on other clients:

Lighthouse flag `--purge-db-force`
Prysm flag `--force-clear-db`
