This adds support for the new v2 spec for blinded block publishing which is part of Fusaka. In v2, instead of a
200 OKwith the entire block, the builder needs to return202 ACCEPTEDwith an empty body. Implementation-wise there aren't many changes to the existing publishing pipeline, but the return value is now an Option since the unblinded block isn't provided in v2.
