Improvement for #1661
Instead of change the mouse style when hovering on folder icon, I added a new drag handle by the folder icon.
However, the draggable icon will not shown if you switch to collapsed menu mode, it would be too crowded if I put the draggable icon there.
Any suggestions are welcome.
